Nine Incentive Policies for National Level One Standardized Coal Mines

　　According to the "Notice on Vigorously Promoting the Standardization of Coal Mine Safety Production" (An Jian Zong Mei Xing [2017] No. 59), and the "Notice on Clarifying Related Matters in Coal Capacity Replacement and Production Capacity Verification" (Operation of Development and Reform Office [ 2017] No. 1448), "Notice on Further Improving the Coal Capacity Replacement Policy, Accelerating the Release of High-Quality Capacity and Promoting the Orderly Exit of Outdated Capacity" (Fagaiban Energy [2018] No. 151) and "Regarding the issuance of "Special Management Measures for Coal Mine Safety Renovation" "Notice" (Fagai Energy [2018] No. 1659) and other documents stipulate that the following incentive policies can be enjoyed during the validity period of the standardization level:

　　1. In the national or regional adjustment and implementation of reduced production measures, in principle, it shall not be included in the scope of reduced production coal mines.

　　2. In principle, when local governments adopt regional policy-based shutdown measures due to accidents in other coal mines, they are not included in the scope of shutdown in principle.

　　3. When the production capacity is nuclearly increased, the replacement ratio of capacity shall not be less than 100% of the nuclear increased capacity. If the high-quality production capacity exceeds 1.2 million tons/year is increased through reconstruction, expansion and technological transformation, the conversion ratio of the required capacity replacement index can be increased to 200% .

　　4. When large coal mines increase production capacity, the approved service life shall in principle be no less than 20 years.

　　5. When resuming production and acceptance after stopping production, priority shall be given to resuming production acceptance.

　　6. When the validity period of the production safety license expires, those who meet the relevant conditions can go through the extension formalities directly.

　　7. Banking, insurance, securities, guarantee and other competent authorities serve as an important reference basis for the credit rating of coal mining enterprises.

　　8. Coal mine safety supervision and supervision departments at all levels appropriately reduce the frequency of inspections.

　　9. Included in the key support scope of the 2019-2022 coal mine safety transformation special fund.
